  1. Low promotion cohorts are those born in 1959 and 1964, the first and last to be fully exposed to the reduction in promotion rates into secondary school. High promotion cohorts are those born in 1954 and 1968, the cohorts closest to the above fully unexposed to the reduction in promotion rates.
